Loomis: Empty Building, Empty Government

The Docking Building was once a state-of-the-art center of Kansas government.  Today, its legacy of deferred maintenance and poor planning leave the state with few good choices.  This is a perfect metaphor for neglected governance, too, wrote Burdett Loomis in last week’s column.
